Urgent Message from Ardenweald is a animated object located at various locations in the Shadowlands. The scroll starts two quests of the Chains of Domination campaign: 
[60] A Cry From the Heart and [60] Magical Mystery Tour!, and will follow the player around until the quests are picked up.
An Urgent Message unit also has a fixed spawn location in Keeper's Respite of Korthia for the first quest, and in the Exoramas of Maldraxxus for the second, just in case.
