A Vulpera Caravan can be mounted by speaking with Dust at the Vulpera Hideaway in Vol'dun after completion of 
[60] Mission Report: Vulpera Hideaway. Dragged by the alpacas and Molly and Max, it moves faster than a normal ground mount and lasts for up to 60 seconds.
Riding Caravan — Riding inside a Vulpera Caravan. The caravan is an extremely fast mount, but cannot stop. 60 second duration.
The caravan is not restricted to Vol'dun and can be used to travel through the neighboring zones as well, but the short duration makes it difficult to get much farther than southwestern Nazmir.
