Wisdom of the Four Winds is a spell learned at level 90 for 2,500
. It enables players to use their flying mounts in Pandaria. Druids too will require this to use their 
[Flight Form]/ [Swift Flight Form] in Pandaria.
While it is possible get a reputation discount through the Golden Lotus, it is not viable for a player's first level 90 to try to get Exalted first before purchasing the flight training (at 2,000); at most, one might reasonably be able to get to Honored. Many dailies at 90 requires the player to fly, so eventually recouping the cost from dailies should not be a big deal for most players.
It was once also required for

At the Black Market Auction House, the 
[Grimoire of the Four Winds] can be listed by San Redscale, for the opening bid of 1,000.
