The Witch of the Wood is a harpy mother who has recently descended with her followers into the Witchwood in Highmountain. She can be seen bewitching an elderhorn. Oakin Ironbull directs the adventurer towards killing her in order to secure an audience with Torok Bloodtotem, and the harpy's corpse is used during 
[10-45] Cave of the Blood Trial as a way to initiate a traditional Bloodtotem rite of passage in the Cave of the Blood Trial, placing it on an altar there.
