Witchdoctor Yoksa is a skeletal troll channeling next to a cauldron inside a small building in the northwestern Port of Zem'lan in Vol'dun. During 
[30-60] The Yard Arm of the Law, Jukanga the Snitch can be seen hanging above Yoksa's cauldron.
According to Zem'lan's Bloody Notes, after First Mate Jamboya found three powerful cursed idols, Yoksa believed that he could use the objects to perform a powerful ritual and planned to test them on one of the refugees in the port. It is not stated exactly what happened next, but the results were apparently even better than Pirate-King Zem'lan expected, leading to Zem'lan conducting the ritual that turned his entire crew into undead skeletons.[1]
