Withering Plague is a conduit for blood death knights. It drops from Gorechop in the Theater of Pain, Shriekwing in Castle Nathria, and Dausegne in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
