Your Inner Turmoil is summoned during 
[10-30] The Cleansing, at the Frostblade Shrine atop Frostblade Peak in Howling Fjord. It is an exact mirror image of your character, with the same armor and weapons, and you must defeat it in order to earn credit for the quest and continue along the chain. Defeating your Inner Turmoil "lightens your soul", allowing you to slow-fall from the top of the peak.
